• Makes it a criminal offense to store a firearm in a place that the firearm owner knows or has reason to believe a minor or person legally restricted from possessing a firearm has access;
• Requires a firearm dealer to post written notice of possible prosecution for negligent storage of a firearm and provides a penalty for failure to post the notice

STATUS: 2/13 House Law Enforcement and Criminal Justice Committee

• This bill changes and clarifies the prohibitions for carrying a dangerous weapon by an intoxicated individual.



HB0190 — Liability of Firearm Custodian

STATUS: 2/15 House Law Enforcement and Criminal Justice Committee

• This bill addresses liability for the discharge of a firearm custodian’s firearm.



HB0209 — Extreme Risk Protective Order
STATUS: 2/4 House Rules Committee

• This bill creates the Extreme Risk Protective Order Act

This bill draws us some serious concern and we believe it warrants action on the part of the citizens. Please contact your representative. No real due process before confiscation.



HB0217 — Open Carry Near Schools Amendment

• This bill prohibits carrying a dangerous weapon within 500 feet of an elementary or secondary school.

This bill draws us some serious concern and we believe it warrants action on the part of the citizens. Please contact your representative. Will turn law abiding citizens into criminals.

• This bill prohibits buying, selling, or possessing a device that modifies a semiautomatic firearm.

INTOXICATED DRIVING LIMIT CHANGES — DID NOT PASS

This bill modifies the effective date on a statutory change of the blood alcohol limit for driving under the influence.

This bill:
▸     modifies the uncodified effective date of a change in the blood alcohol level for driving under the influence, making it contingent on three other states passing laws with the same blood alcohol level; and
▸     if three other states have not passed laws with the same blood alcohol level, provides for the repeal of Laws of Utah 2017, Chapter 283.

FIREARMS AMENDMENTS — Status: House Law Enforcement and Criminal Justice Committee 3/6/2017
NOTE: Governor Herbert has already indicated that he would veto this bill if passed.  In my opinion, this bill is dead. 

This bill:
(1) provides that a business owner who allows a person with a concealed carry permit to carry a firearm onto the owner’s property is not civilly or criminally liable under certain circumstances; and
(2) provides an exemption for a person, 21 years of age or older who may lawfully possess a firearm, from certain criminal provisions related to the carrying of a concealed firearm.

H.B. 198 — Rep. Lisonbee and Sen. Weiler
CONCEALED CARRY AMENDMENTS — Senate/ placed on 2nd Reading Calendars 3/1/2017
NOTE: This bill has all the makings to be passed.  This is one to watch!

This bill:
(1)   establishes a provisional permit to carry a concealed firearm; stipulates that individuals must be at least 18 years of age, but no more than 20 years of age, to obtain the permit;
(2) stipulates that the holder of a provisional permit issued by the state must meet eligibility requirements, including minimum age requirements, to carry a concealed firearm in another state; and
(3) prohibits a provisional permit holder from carrying a concealed firearm on or about an elementary or secondary school premises.
